Aim outlined in this Tasking Statement: Building on the existing evidence in support of the VSCIS, a comprehensive impact evaluation of the VSCIS is required to understand its effectiveness, efficiency and impact to determine the ongoing value of the service for the TAC, DHHS, WSV and Victorians with SCI. The evaluation should address the following broad questions:
- To what extent does the VSCIS provide a best-practice multidisciplinary and coordinated service for clients with a SCI, including early vocational intervention commenced in the inpatient setting?
- To what extent does the VSCIS support clients to maximise self-efficacy, self-management, and independence within the community?
- To what extent does the VSCIS improve health, social, well being, vocational and participation outcomes for clients?
- To what extent does the VSCIS build the capacity of community providers to deliver best-practice services to individuals with SCI?
- To what extent does the VSCIS provide value for money for the TAC and the broader Victorian community, including whether the service results in a reduction of costs for community services and attendant care for the TAC?
- To what extent is the VSCIS a unique service offering distinct from claims management provided by TAC support coordinators? Are the roles distinct and complementary, or is there unnecessary duplication? What impact does this have on the client?

UNIVERSITY LIMITS AND EOI PROCESS
Monash is only able to make one submission to each of these TAC Tasking Statements.
Interested researchers must review all the attached documentation and complete the TAC EOI form (also attached here) and submit it to the MRO before the EOI deadline below.
Note that the EOI process here is designed to facilitate the development of collaborative projects. Hence, if we receive more than one EOI, submitted EOIs will be shared with those who have expressed interest in this Tasking Statement with the aim of fostering a collaborative project.
